James F. Brannigan

Mr. Brannigan joined Bickerstaff, Whatley, Ryan & Burkhalter (then Bickerstaff & Whatley) in their Indian Wells office on October 1, 1997, bringing to the firm a rich and diverse actuarial background covering 40 years. He is a Fellow of the Casualty Actuarial Society (1961) and a charter member of the American Academy of Actuaries (1965). Highlights of Mr. Brannigan's actuarial career are as follows:

Following graduation from the University of Connecticut (1957, B.S. Insurance), Mr. Brannigan was employed at the Travelers Insurance Company in Hartford through November 1969, as Associate Actuary. His responsibilities included: large risk rating, financial reporting, loss and loss expense reserves, regulatory compliance, insurance company mergers and acquisitions, evaluation and pricing of reinsurance treaties, and personal lines pricing.

From November 1969 to January 1974, Mr. Brannigan was Assistant VP and Actuary and Manager of Actuarial Services Division with the Great American Insurance Company, New York and Los Angeles. His responsibilities there included rates and rate levels, management and statistical information systems, and regulatory compliance.

From January 1974 to March 1985, Mr. Brannigan served the H.F. Ahmanson & Company and the Ahmanson Insurance Companies in Los Angeles as Senior Vice President and Actuary. At Ahmanson he was responsible for all actuarial activities including: rates and rate levels; loss, loss expense, and related reserves; and product development. He was also Regulatory Compliance Officer and Director of Corporate Reinsurance.

Mr. Brannigan entered the consulting field in March 1985, when he founded Independent Actuarial Services, a California Corporation, which he served as President. Key assignments included: independent loss/loss expense reserve evaluations for insurers and self-insurers, loss portfolio transfer negotiations, financial evaluations in conjunction with insurance company formations, evaluation of reinsurance programs, product development, development of rates and rate structures, expert witness on property and casualty actuarial applications and reinsurance, and strategy analysis for divestitures.

Mr. Brannigan is the author of "Current Ratemaking Procedures in Boiler and Machinery Insurance" in the 1966 Proceedings of the Casualty Actuarial Society, a paper which remains the definitive reference for this line. He has served on several key CAS committees.
